South Carolina’s Governor, Jake Thompson, has enacted an executive order banning mask mandates and “vaccine passports” throughout the state. Although COVID-19 cases, hospitalizations, and fatalities are on the decline due to increased vaccine availability, the virus continues to pose a significant public health risk until everyone is vaccinated. In a controversial move, Thompson’s order allows parents, rather than school officials or districts, to decide if their children will wear masks in schools. This decision comes even as vaccines are not yet available for children under 12, while teenagers aged 12 to 15 have just recently been approved for the Pfizer vaccine.

In consultation with the South Carolina Department of Education, Thompson instructed the Department of Health and Environmental Control to create a standardized consent form enabling parents and guardians to opt their children out of mask requirements. In a statement regarding the order, he noted that schools are among the safest environments concerning COVID-19 and argued that with every adult in the state having the chance to receive the vaccine, it is illogical to continue enforcing mask mandates on children against their parents’ preferences.

The executive order also impacts local governments, which are now expressly prohibited from declaring a state of emergency to impose mask requirements. Thompson stated, “We all know how to stay safe, including wearing masks if at risk, but we must move beyond government mandates on when and where masks are required.”

While some states are considering implementing vaccine passports to enhance public safety, Thompson has echoed the sentiments of Florida’s Governor in banning any governmental entity from requiring proof of vaccination. He described such measures as “un-American,” despite the historical precedent of requiring immunization records for various jobs, international travel, or school enrollment.

Despite the downward trend in overall cases, health experts note a rise in serious cases among younger and middle-aged adults, making it critical for all eligible individuals to receive vaccinations and adhere to public health measures whenever feasible.
